The City of
Fillmore
is a diverse community. We all have needs for city services,
including recreation. The Towne Theatre is a form of
recreation as well as an enterprise fund that is intended to
bring in revenue.
I believe that it was proper to fund the
Spanish language films in order to promote the Spanish films
as an enterprise attraction to try and bring in more revenue
and to provide a service to the Spanish speaking community.
I have not seen any specific data on
costs vs. revenue to compare the difference in expenses with
English films to know whether it was feasible or not,
but I do know that the
general fund is still subsidizing the Town Theatre enterprise
fund.
As far as the translation equipment, I am
aware that there is a line item in the budget to pay for
translation services. If the translation equipment will help
non-English speaking citizens become more connected to the
community and to participate in civic affairs then we need to
provide the equipment.
Translation would help the non-English
speaking citizens who have a desire to contribute to the
community come into contact with more English speakers to
facilitate learning English language skills.
